Program Description

The Mental Health Specialized Programming stream is a community-based, youth justice service that offers intensive clinical support for youth presenting with complex mental health needs, including those in conflict with the law and/or exhibiting harmful sexual behavior. Services are trauma-informed, evidence-based, and responsive to youth with layered risks and histories of marginalization, abuse, and system involvement. Programming is tailored to youth who may be difficult to engage through traditional models, and is designed to support youth in their rehabilitation and reintegration.

Key Services Offered

  • Clinical assessments such as the PROFESOR
  • Individual clinical counselling and risk-focused therapy
  • Specialized programming for youth who have sexually offended
  • Support for youth experiencing psychosis, suicidality, PTSD, and severe mood disorders
  • Cognitive Behavioural Therapy (CBT)-based approaches
  • Linkages to psychiatric consultation
  • Family engagement and psychoeducation (when appropriate)
  • System navigation and coordinated care planning

Target Population

  • Youth aged 12–18 with significant or acute mental health challenges
  • Youth involved in the youth justice system
  • Youth who present as moderate to high risk
  • Youth who have sexually offended or been charged with sexual offences

Referral Pathways

  • Direct referrals from Youth Probation, Detention Centres, and Court
  • Internal referrals from other New Beginnings programs
  • Consultation-based intake with clinical screening and risk assessment
  • Participation is voluntary but often embedded in youth court conditions or reintegration plans

Program Goals/Outcomes

  • Stabilize youth mental health and reduce risk of reoffending or escalation
  • Address trauma, dysregulation, and emotional/behavioral needs
  • Equip youth with coping, social, and life skills to improve functioning
  • Promote accountability, empathy, and positive identity development
  • Enhance access to coordinated community-based mental health services
  • Promote safety and wellbeing for youth and communities
  • Support successful reintegration and reduce recidivism
